Howard S. Freedlander served nearly eight years as a deputy treasurer for external affairs for Maryland State Treasurer Nancy K. Kopp. Among many responsibilities, he served primarily as the Treasurer’s liaison to the Board of Public Works (BPW), which oversees a wide expanse of state government procurement, as well as leases, land acquisitions, wetlands licenses, bond sales, budget reduction and public school capital funding. He initiated the popular constituent outreach system that alerts state legislators to pending BPW agenda items pertinent to their districts and subsequent BPW action. In his tenure, he has built strong relationships with state agencies, departments, and the General Assembly.
Mr. Freedlander also represented the State Treasurer on several task forces and commissions, including the administrative committee of the State Retirement and Pension System and the Maryland Agricultural Land Preservation Foundation.
Having served as Executive Officer and Director of Public Affairs for the Maryland National Guard, he retired with the rank of Colonel. His principal responsibilities included legislative relations in Annapolis and Washington, DC.
