Barbara Hoffman is a widely recognized expert in state budget allocations, legislative issues and education and health policy. She was elected to the Maryland State Senate four times, serving nearly twenty years as state Senator representing Baltimore City and Baltimore County. She spent eight years as Chairman of the Senate Budget and Taxation Committee where she partnered with the executive branch to guide the state’s budget and tax policy.
During her legislative career, Ms. Hoffman was appointed to a broad range of offices and Commissions including a term as Vice-Chair of the Education Commission of the States, the University Of Maryland Medical System Corporation Board Of Directors, Governor’s Commission on Welfare Policy, Commission on Transportation Investment and the Thornton Commission on Educational Finance, Equity and Excellence. Since leaving office, Ms. Hoffman was appointed by the President of the Senate to serve on the Public Employees’ and Retirees’ Benefit Sustainability Commission.
At Artemis, Barbara has successfully represented a broad spectrum of clients in the corporate and non-profit sectors in the areas of budget allocations, transportation, health care, housing and education.
Prior to joining The Artemis Group, Ms. Hoffman was a Program Director at The Johns Hopkins University. She has also served as the Executive Director of the Maryland Democratic Party.
