Barbara Hoffman is a widely recognized expert in state budget allocations, legislative issues and education policy. She was elected to the Maryland State Senate four times, serving nearly twenty years as State Senator representing Baltimore City and Baltimore County. She spent eight years as Chairman of the Senate Budget and Taxation Committee where she partnered with the Executive Branch to guide the state’s budget and tax policy. At The Artemis Group, Barbara has successfully represented a broad spectrum of clients in the corporate and non-profit sectors in the areas of budget allocations, transportation, healthcare, housing and education.
Prior to joining The Artemis Group in 2003, Ms. Hoffman was a Program Director at The Johns Hopkins University. She has also served as the Executive Director of the Maryland Democratic Party.
